Well, bro...usually when I draw a picture I just think of what I want the character to look like first before thinking of the colours. But sometimes I design a character while thinking of suitable colour schemes.

By the way...most anime has a lot of vibrant colours anyway :)

P.s. For a good resource of colourful military uniforms, look at the American War for Independence and the Napoleonic Wars for reference.
